Texas Cities, Schools, State Parks Win $32 Million in Funding for Solar Projects

The Texas Comptroller of Public Accounts has announced that 32 solar photovoltaic projects across the state have been awarded $32 million in grants through the American Recovery and Reinvestment Act.

The grants range from $95,000 for a 26-kilowatt array at Sunset Valley City Hall near Austin to $2 million for a 400-kilowatt installation at St. Philips College's Southwest Campus in San Antonio. Grant recipients also contribute varying amounts of funding.

The comptroller's office said in a news release that the solar installations will reduce utility costs and save tax dollars. They will increase the amount of installed renewable energy in Texas, which is the nation's leading producer of wind-generated electricity, reducing the overall demand on power plants and cutting emissions.

"Some projects offer even more benefits," said Susan Combs, the state comptroller. "For example, Texas State Technical College campuses in Waco and Harlingen will install solar panels that will not only provide electricity but also serve as hands-on training labs. TSTC plans to have students in solar energy technology programs perform efficiency and maintenance work or other training with the panels. This will enhance the value of their technical career skills."

More applications for renewable-energy projects are now under review in Texas. The first round of grants is for solar projects. Later funding allotments will include grants for other renewable-energy technologies.

•St. Philip's College, San Antonio, $2 million award, $2 million match. St. Philip's College will install a 400-kw grid-tied solar photovoltaic system on the roof of Building 1 at its Southwest Campus in San Antonio. Excess generation capacity will be sold to CPS Energy through net metering.

•Carroll Independent School District, Grapevine, $2 million award, $1 million match. The district will install a 372.6-kw roof-mounted photovoltaic array as well as a 194.4-kw carport photovoltaic array on the new Carroll ISD Middle School.

•University of Texas Southwestern Medical Center, Dallas. $2 million award, $400,000 match. A 245-kw solar photovoltaic carport will be installed on the campus in Dallas at the thermal plant.

•City of Bedford Public Library, $1,998,800 award, $2,215,335 match. The city will install a 244-kw grid-connected high performance solar energy system on the flat roof of the new City of Bedford Library.

•The University of Texas at Arlington, $1,832,000 award, $368,000 match. The university will install a 500-kw grid-tied photovoltaic system atop the parking structures of a newly constructed project adjacent to the Special Events Center.

•Colleyville Independent School District, Grapevine, $1,727,226 award, $431,806 match. The district will install a 264-kw solar photovoltaic system on a parking canopy at the Grapevine High School campus.

•County of Cameron, Harlingen, San Benito, Brownsville, $1,713,326.20 award, $428,331.60 match. The county will install four solar photovoltaic systems totaling 221.76 kw at four county facilities. The systems will be roof-mounted and grid tied. The four locations are the Judicial/Administration Building, the Harlingen Annex, the Oscar C. Dancy Building and the San Benito Annex.

•Austin Community College, Austin, $1,594,369.75 award, $398,592.44 match. The college will install two grid-tied solar PV systems on its Northridge and Eastview campuses.

•Texas Southmost College, Harlingen, $1,526,474.88 award, $344,600 match. The college will install a 206-kw hybrid system composed of photovoltaic panels and a wind turbine to generate renewable energy at the International Technology Education and Commerce Center in Brownsville. The PV part accounts for 106 kw of installed capacity and the wind turbine is rated at 100 kw. A hybrid system was chosen because of the complementary production of solar- and wind-based energy in the daytime and at night.

•Texas Parks and Wildlife Department, Region II, $1,320,326 award, $330,082 match. The department will install solar photovoltaic systems providing a total of 100 kw at six sites: Government Canyon, Bryan, McKinney Falls, Sheldon Observatory Tower, State Park Region 4 headquarters, Galveston Isle.

•Texas Parks and Wildlife Department, Region I, $1,301,501 award, $325,3751 match. The department will install solar PV systems at seven sites: Lake Tawakoni, Ray Roberts Lake, Cooper Lake, Jasper, Cedar Hill, Lake Arrowhead, San Angelo.

•City of Irving, Irving Public Library, $1,158,316 award, $231,663 match. The library will install a 144-kw non-penetrating roof-mounted solar photovoltaic system.

•City of Duncanville, $1,121,208 award, $280,302.20 match. The city will install three solar PV systems totaling 147.84 kw at three city facilities: the city hall and police station, the recreational center and library, and the senior center.

•University of Texas, San Antonio, $1,080,000 award, $317,837 match. The university will install solar PV systems at the University Center Building III and the Support Services Building on campus.

•Texas State Technical College, Waco, $978,226 award, $246,363 match. The college will install a 219.4-kw grid-tied solar array on the campus' Electronics Center and its adjacent parking lot. The project will provide training opportunities for students.

•City of Grand Prairie, $872,809 award, $218,202.40 match. The city will install grid-tied, roof-mounted solar PV systems at three facilities: the Charles England Building, the City Development Center and the Teri Jackson Tourist Information Center.

•Hopkins County, Sulphur Springs, $827,883 award, $354,079 match. Hopkins County will install a 187-kw grid-tied solar photovoltaic system on the county's Regional Civic Center.

•Texas Parks and Wildlife Department, Austin Headquarters, $821,386 award, $165,600 match. The department will install a 92-kw solar photovoltaic system at the main agency headquarters building in Austin.

•Adjutant General's Department of Texas Military Forces at Camp Mabry, Austin, $799,939 award, $199,984.88 match. The Adjutant General's Department will install a 149-kw grid-tied solar photovoltaic system on a carport adjacent to camp headquarters.

•University of Texas Health Science Center, San Antonio, $794,121 award, $198,530 match. The health center will install a 156-kw grid-tied solar PV system on the roof of the South Texas Research Facility and a carport at an adjacent parking lot.

•Hutto Independent School District, $617,927 award, $367,822 match. The district will install a 200-kw solar PV System on Elementary School No. 6.

•Shallowater Independent School District, $476,800 award, $140,000 match. The district will install a 78-kw solar photovoltaic system on the Shallowater Intermediate School, coupled with five wind turbines already installed.

•Texas Parks and Wildlife Department, Region III, $455,203 award, $113,801 match. The department will install 40 kw of solar PV generation systems at three sites: State Park Region 1 Headquarters, Choke Canyon, Mustang Isle.

•City of San Antonio, $433,000 award, $120,000 match. The city will install 48 kw of grid-tied solar photovoltaic generation capacity at the Mission Verde Center.

•Texas State Technical College, Harlingen, $431,000 award, $230,000 match. The college will install a 100-kw solar photovoltaic system on the Health Sciences Technology Building.

•City of Alpine, $419,600 award, $104,900 match. The city will install a 50-kw solar photovoltaic at the wastewater treatment plant.

•City of Horseshoe Bay, $311,396.83 award, $62,279.37 match. The city will install a 41.1-kw roof-mounted solar photovoltaic system at the Slickrock Lift Station.

•University of North Texas, Dallas, $260,500 award, $276,136 match. The university will install a 102-kw solar photovoltaic system at its newly constructed Academic Building 2.

•Munday Independent School District, $249,117.46 award, $62,279.37 match. The district will install a 41.1-kw roof-mounted photovoltaic system on Building 610 of the campus.

•City of Henrietta, $159,160 award, $39,790 match. The city will install a 10-kw grid-tied, roof-mounted solar photovoltaic system at city hall.

•Fort Worth Independent School District, $143,074 award, $91,768 match. The district will install a 101-kw grid-tied, roof-mounted solar photovoltaic system on the Wilkerson Greines Activity Center roof.

•City of Sunset Valley, $95,000 award, $46,000 match. The city will install a 26-kw grid-tied photovoltaic system at Sunset Valley City Hall.
